You can get certain conifers that only grow fairly small and also apple trees are lovely and not too tall!
I have two dwarf fruit trees growning in tubs on the patio a cherry (stella) and an apricot (sorry can't remember the strain) these both flower well and have the advantage of the fruiting , though sometime like last year the heavy wind we had in he spring played hell with the blossom. If you go for a fruit tree you will want a self pollinating strain and any decent garden centre will advise you as to what is best for your particular sitution
forgot to add they are both about 10-12ft high
How about a crab apple, blossom in the spring and orange fruits that last through the winter and attract birds. Keep it pruned though.
