Most definitely. I see some driving cars every day.
There is no doubt that monkeys, as with all animals, occasionally get a spontanious genetic mutation within their genepool. When an animal has a defect which could be described as 'retarded' it is shunned or even persecuted and sometimes killed by others because it does not make the right eye contact, brow movements, body language, or whatever the particular species of monkey use for communication.
Luckily, we humans no longer regard people who are 'different' as retarded, and with some understanding and assistance they can lead a very full life.
