Is the Hottub out doors? Sometimes bits of leaves can block them. The Jets have very small pipewrok and it is poosible that they get blocked up. Sometimes with leaves or similar but also from general material that forms within the pipework. To fix it (if you can) try unscrewing the jet and washing it through. Otherwise you may need to gain access to it from underneath and carry out the work that way
