best ask your neighbour as it is his fence and does not belong to you.

Hi, if it is a boundary fence you have the right to paint it no matter who has paid for it to be put up. If there was no fence there previously and your neighbour has put one up, if it is not touching the boundary line of your properties I don't think you can touch it. I got my advice from citizens advice.
