Gas supply no heating

My central heating and hot water are all gas powered, between the hours of 7 and 9pm i have neither heating or hot water, i live in a council property and they have been out twice and are baffled (obviously cant be here between 7 n 9 when it does it) . The lady next door has recently had her meter moved to the ouside of the house, during this work they had to interupt my supply to do the work(and dig up my path). I am 99% sure this is something to do with my gas not working but why only 7-9. My wife and a gas fitter freind of mine think otherwise. Anyone else any ideas?

It is not a problem with you're gas supply at all, it is more likley to be the programmer is set to go off at the times stated and may just need re-programming or it is faulty.
