depends what its laid on and how much water, if the turf is actually floating off of the underlying ground, or the earth around the grass roots is being washed away, I would say thay counts as over watering. Duyring this dry, breezy spell though, give it loads!!
You should be watering new turf every day for a fortnight. It needs a good water (sprinkler is best) so that there is a little water laying on the turf, but not waterlogged. After 2 weeks, peel a corner up to check you have got nice white roots coming through. They should be about an inch long. If they are, you can stop watering, but just keep an eye on the weather. When this dry spell breaks, you should be close enough to autumn rains to not have to bother watering again. Don't mow until about 3 weeks after you have laid the turf and cut it high(at least 1 1/2 inches). After that use your discretion, but I would not cut it shorter than that until next spring. That will give the grass the whole of winter to establish a good root system without it having to worry about distress to the leaves.
