Have made several of these [having been inspired by one of the DiY progs] At it's simplest it's a chunk of wood, planed/sanded & polished with as many or as few holes as you want for candles/nightlights. Snag is using a hole cutter doesn't remove the waste wood in the centre, and expansive bit [for brace & bit type of hand drill] doesn't leave a clean base. Have worked out the best way is for an expensive plank of wood for the top [piranana pine, oak, mahogany, teak etc] Drill straight through that; sandwich cheaper wood underneath. Put an edging all the way round to disguise the fact it's two diff woods. Some wax creeps under the join [at the base] Would like to use a removable fixing, like the ones that secure table legs to table top. This is a wood screw at one end [goes into leg] the other end is threaded & has a wing nut. The only ones I have are too bukly. [a] what are they called, [b] can I get smaller versions of the same [c] if so, where from ?

Cor blimey Paul, maybe it would be easier to go back to your original idea of drilling a clean hole of limited depth. For this you need a dowel drill bit or a forstner drill bit. These are available in a variety if sizes from most diy stores.
I suggested this because I can't answer your a,b & c bits.
