You have the right to ask them to cut it back.

If they refuse, you have the right to cut it back yourself, and return the cuttings (dump them over the fence!) or employ a person to do it and send the bill to them.

If you choose the latter option, protect yourself by writing to the neighbour, giving them a fixed time (no less than 28 days unless the tree is a danger) to cut the tree back and warning them that if they fail to do so you will employ somebody to do the work and send them the bill. Keep copies!

But quite simply - yes you can cut it back to the fence,
