Thee are a few that would fit the bill, but Russian Ivy is probably one of the fastest and prolific that there is,
cont, you don't say for what purpose you want it for, decoration, to possibly hide an eyesore, or even both, maybe you could give a bit more info.
how about a climbing rose plant?

Where do you want to place it? In shade or in sunshine?

Do you want an everygreen plant that has leaves all year round (perhaps to hide something ugly) or a flowering plant.

Ivy has a lot to recommend it. Despite being everygreen, they are not dull, with varieties that have green & cream variegated leaves or green & yellow. Also they are not particular about type of soil and seem to thrive happily in either sun or shade. They also grow quite prolifically once the roots have got established.

Russian vine. Plant it and stand back!

Wouldnt really considera russian vine!!! looks like bind weed and acts like it! very plain even when in flowers!!
