If nothing to sticks to non-stick surfaces, how do they stick to saucepans?

A semi-sticky (primer) version of the non-stick surface is applied the metal, which is roughened to allow adherence of the non-stick material. Then they apply the non-stick at the final step. I don't remember exactly, but I think it is a series of layers and there is another, newer and more durable process..
