Double sided tape types work initially but need to be replaced quite often. There used to be a sucker strip type but can't find them any more. They could be sewn onto the rug, then you dampened the shallow sucker strip and pressed it to the floor. But they do create a slightly raised edge so are a trip hazard with the elderly or clumsy
We bought this from John Lewis several years ago to stop an offcut of carpet we had put behind the front door from wandering about ie, it kept carpet fixed to carpet. We used the same stuff to hold a rug stationary on our bedroom laminate floor. I highly recommend it.

I've used Nano Tape on our rug in the kitchen, it hasn't moved or lost stickiness yet - 2+ years and counting.
Anything labelled 'Amazon's choice' on the Amazon website is usually reliable. This product seems to have good reviews and a sensible price, so perhaps it might be worth a try?

Having said/wrote that, I'm a complete nutter and it may not work with your rug. I think bhg481's suggestion is better than mine.
Poundstretcher sell a roll of non slip rug underlay for around £3. I have long carpet runner in hall and have pieces of this under it on wooden flooring and it never moves. It is easy to cut and you only need pieces or sections - it works very well.
