Old-fashioned low-tech solution Mick.

Open tap fully
Put gob over spigot
Blow.

Worth a shot ;o)
If you have a hose, fit it on a mains fed tap and then onto the tank fed cold tap. This will force the air lock out.
Possibly is an air trap. As the bath is fed by the cold water tank possibly the lavvy and sink are also fed by it. Are they working?

Not sure on your pipes. One large likely to be cold feed the other the hot feed. Small?? possibly a shower?
Have you ever tried that Ryzen? Usually you get a free shower in the process! But worth a shot.

tried blowing with all my might to no avail ! original problem was very poor flow rate and i assumed that a washer would fix it. now it is still very poor flow rate so maybe another problem. what concerns me is that when i took the valve part of the tap out there was ample flow until the tank emptied. now tank full there is still very poor flow when valve removed. confused
ymb 16:47...yes, you need to make sure both ends are well secured...:-)

Either a sticky washer (not leaving the seat properly.)
Or... the valve is stuck (as you wind the handwheel fully open... it's leaving the bit with the washer behind.)
Bit difficult to put into words. Take the valve off and check it's going up and down properly when wound.
Hang on.. now I'm confused. Sorry.
You've got the valve out but flow is not good?

If not an airlock, then it may be a partial blockage in the feed from the tank. Roof tanks are notorious for containing rubbish of all sorts.
Possible decomposing pigeon or rat?
