I live in a ground floor apartment with no rear access.
Do you mean a gate at the back to a rear garden? - no, it doesn't.

its a rented house, and the landlord has had a garage built.there is now no access to the rear of the house.except through the house.
That's perfectly acceptable, and how it is in my house. I have to go through the house to get to our rear garden. Very common, and certainly not illegal.
if it had rear access when you entered the rental agreement and it now doesn't, there might be an argument for reducing the rent?
