Believe they're inside, because you have to change lifts part-way up - you can't go straight up from bottom to top.
I don`t know about the viewing level (different lift) but I was up in the Oblix bar last saturday and the lift is inside. You can`t look out.

I fancy going up,but I don't want to look out as I don't really like heights.
It`s pretty fab actually - you`ll love it. We had a couple of drinks in the mid afternoon leading into evening when everything was lit up. A friend and I are hoping to go back there for a proper session before Christmas.

Have been to the top of the Eiffel Tower was a bit scared, twice on the London Eye but sat in the middle and didn't look.My husband would like to go up and I'd like to try,but I would like to feel safe. (I know I'm a wimp) We are going up for 4 days just before Christmas for our wedding anniversary.
You get out of the lift at two levels - can't remember the levels exactly but i think the two levels are 69 and 72. At the first level you go into a boxed area which has a sort of frieze where you can see what to look for in that particular direction.. Also there are flat screen type telescopes which you can angle to define for you what you are looking at. And if you want more information about a particular building you can click onto it for a little bit about it. These telescopes are timed - I think its about 3 minutes but if there is no one breathing down your neck you just restart it.
The second level has no info and is just a big glassed in area where you can just wander about and look. There are rails to hold onto - I didn't feel shaky but some people might.
A word of warning - once in I think I'm right in saying you cannot go out ( to the toilets or to get something to eat ) and come in again. Having said that I did not expect it to be such a wonderful experience and it makes an unusual Christmas pressie - tickets valid for one year. Enjoy!
