Weed And Feed

I have just had my garden dug over ready for planting. My neighbour says I should put weed and feed on it as it will fertilise it and keep the weeds down, I thought this was just for grass - is he right?

Any residual weedkiller isn't going to do new plants any good at all. Dig in fertilizer, and, if you haven't got one, invest in a hoe!

There are different weed and feeds. I know that this exists to put around rose bushes and some other bushes but I can't see how it can distinguish between a weed and a flower! Graminates (grass) are different to flowers
I thought "weed and feed" actually encouraged the weeds to grow on a lawn so they can be mowed out. So apart from feeding the bed I can't see how it would keep the weeds down.
