We are trying to wallpaper a plastered and painted wall. This will be the third attempt. The wallpaper is light(weight) and using all purpose paste. The minute it is on the wall it starts creasing. We have done wallpapering before, but never had this problem. What are we doing wrong?

Not had that myself. Sounds like cheap wallpaper to me. You can only keep smoothing/moving it as it goes. If any creases prove unremovable then just hope it'll uncrease as it dries out. But I don't expect there to be any great solution.

May help to put less paste on, maybe getting it saturated isn't helping ?
Agree with Old Geezer it sounds as if over saturation may be the problem, that and being a thin lightweight paper,if it's not urgent perhaps Carrust will be about later on and he could definitely advise you better.
I know you say the wall is painted but you haven't said what with. Some people will put a oil based paint on and this will cause this to happen. A bit more info may help.
Try lightly sanding the painted walls 1st so the paper will " grip " , the paper isnt adhering because the painted walls are too smoth and slippery
We usually paint the plastered wall first with an emulsion and then we paste the wall too before papering. We then paper it with a really thick good quality lining paper and then paint and weve not had any problems.good luck
quite often the creases & bubbles will come out once the paper has dried...

Try letting the paper soak for a while after pasting.
