Well, I think the Housing Assoc. ought to reconsider who they call on for maintenance. That's a rather lousy service.
There isn't much to go wrong with storage heaters. One of them could burn out, or whatever; but the odds against them all becoming faulty at once are enormous.
It sounds like a fault at the off-peak consumer unit. If so, it should take about five minutes to identify.
It could be a cable fault I guess, but unlikely.
I can't say I've heard of such a scheme for storage heating. Maybe others on here know of something.
