Flowering Cherry.

Over the last few weeks, after a spell of heavy rain my flowering cherry has been
going downhill somewhat. It has what can only described as a bright orange
jelly like substance seeping from where the blossoms were, coupled with a deterioration of the branches , ( dying branches ) . Any one got any ideas of
cause or treatment please . Thanks in advance.
