Both of my Magnolias have flowered twice this year is this normal as in previous years they have only flowered in the spring , the flowers are a lot smaller second time around.

Yes, it is quite normal. I heard the expert on our local BBC gardening advice programme on Sunday say that magnolias can and do flower more than once a year.
