What is the exact meaning of "apparently" in the following sentence(and generally)? Does it mean nearly the same meaning as 'perhaps' or 'certainly'?

Langdon apparently decided the unseemly metaphor had gone far enough

More like 'perhaps' - it means 'he appeared to decide...'. The writer is suggesting that he doesn't know exactly what Langdon was thinking but is drawing a conclusion from what Langdon was doing or saying.
