adding a tenant to a rental agreement

My mother has just moved to a rented property with her son. Neither of them are working at the moment, but only my mother has been claiming benefits.

Although they have moved, to a smaller and cheaper property, my mother has been told she must pay a higher percentage of the rent than at the previous place. She did not have my brother put on this new tenancy agreement as "she thought it would be better" (not sure why!), but will now need to add him on, as she cannot afford to pay the rent.

I have told her she should add him asap as then the full rent should be paid whilst neither of them are working. Is it normally possible to add a tenant to an agreement once it has already begun? Many thanks in advance.
