Easement between Homes

My neighbor put a pipe outside of his home which emits hot air and makes a horrible noise. It goes on every hr for about 10 mins. I called the police already, so he put a pipe on top of that other pipe to draw the hot air away from my home. There is approx a 5 ft easement between the two homes. I believe the air comes from an attachment to a new heater that also purifies his home air. Can I do something? Should I put up a fence between the two homes on my side of the easement.?
