At least here in the U.S., the best time for transplanting strawberry runners is actually in late summer... maybe the latter half of August. Since we are farther north that works well for opitimized crops next year... if we were in one of the more southern States we'd even wait longer.
Usually, when one is starting a new bed, they obtain brand new plants... these are usually planted in the spring...

thank you both. As i live in the uk i think i will stick to mid to late spring. I am digging up the old bed and putting in new compost ,manure etc and replanting strawberries as they have been in this bed for a number of years, i will also be adding new plants
I only transplant the runners when they are biggish I then discard the old plants.
Should be fine to do now....as long as there's no frost in the ground.
Strawberry plants are best transplanted in the early spring after the last threat of frost has passed and daily temperatures are above 45 to 50 degrees F. Typically, late August is the best time to transplant for most of the zones. Although strawberries are hardy at lower temperatures, waiting until you have these more mild conditions will greatly reduce the stress on the plants and newly forming roots and will speed the plant's development.
