can our neighbour put fixtures and fittings onto our garage wall without our permission

Is this the same question as the one about the roof, is still still what you mean, or is he fitting external lights etc on your wall?
What is he up to? is he putting a door in with knobs on?

our neighbour has built a utility room along the walk way next to our garage, and now he is adding wall units, radiators, shower, sink units, and can he do this, all without our permission

our neighbour has even put up a drain pipe to our end of our garage, and he has painted our bricks white while we were out

Can you explain a bit more? I thought the walkway was on your land, between your garage and his house. Now you say that, in effect, he has built a little extension between your two houses, filling in the gap. This is then a different picture because where does the walkway go, is it /was it to his garden or yours? If it's his and on his land that probably he can do what he likes, but he should still not attach his roof to yours without getting your permission, or do anything to the wall of your garage with might damage your property. Can you describe this a bit more clearly, please?
Wait until he has finished then tell him you've decided to demolish your garage in a couple of weeks time and see what his reaction is :)

you are correct in your last answer, the walk way belongs to our neighbour, and now he has fitted a roof, and a utility room under this roof. so how can we inspect our garage wall, when he has blocked the walk way off
You ask him if you can go in and look. It would have been courteous if he had told you of his plans though.

we think that the reason he has not told us, is because he is selling his home, with this utility room joined to our garage
Might be an idea to have a word with your local planning officer.
I think the Party Wall Act may come in to this. If it does, he has breached it's terms. Go to the Council - Planning or Building Control - for advice.
It will depend of wether it is a party wall as aposed to your boundry wall.

Either way a pwa should have been issued.

Check your deeds and his to make sure of ownership and responsibility.

In the mean time check for structral damage that may appear.
Did he have planning permission to build a permanent structure (utility room)?
It sounds like he has built an extension to his home and has joined it to your garage wall. Is he actually drilling into your garage wall to affix the units?
