Tying into an existing roof

We're discussing an extension, and my husband is adamant that if you make any alteration to an existing roof, the whole thing needs to be brought up to modern regulations. I thought this was only the case if you wanted a loft conversion. He on the other hand is certain that a two storey extension (against the slope, not the gable) would necessitate a whole new roof.
