It depends WHICH City & Guilds qualification you are talking about.

It's City and Guilds Bricklaying 6217 if that means anything?
The City & Guilds 6217 is a level 1 qualification whereas the CAA ICA Bricklaying is a level 2 and therefore the higher one.
