do you have to have broadband to use skype to skype. my inlaws can only get dial up. also why cant some people get broadband on their phone line?

because certain ISP's aren't working in their area yet?
Skype claims it works with dial up internet.

As it is totally free to install and use skype to skype - why don't they try it?

Some people can't get broadband from their phone line because the lines haven't been upgraded.
It'll work, just not that well.

To get decent video, you'll need a broadband connection.

The text-based chatting will work fine though, and is better than MSN etc.
Re your second point bubbles; out of 5592 exchanges in the UK, 28 are not ADSL enabled. The more usual reason for non-availability is the length of the line, especially if it is wholly (unlikely) or partly made up of aluminium rather than copper cable.
Nobody can now get broadband where I am as the lines are all full.
