I'll happily bow to anyone with more knowledge than me on the subject but my own feeling is that it could be tricky.
Although I'm no expert on how umbrellas are made, I assume that the fabric is treated with waterproofing fluid to repel the rain. If it repels rain then, presumably, it will also repel dye.
So you'd need to get rid of the waterproofing first (possibly by washing the umbrella with detergent), then dye it and finally apply fresh waterproofing.
That seems like a lot of work (for something with possibly unpredictable results) to me!

Dyeing depends on the fabric. Polyesters won't take dyes you can buy in shops. Cotton is brilliant for dyeing.
You'd need to unpick the fabric from the frame to do this successfully.
Many umbrellas are now glued and sealed at the crown, and the difficulty of removing the fabric here probably makes it not worth while.
If the umbrella's an antique it's possibly worth a bash but if it's modern I think it will be easier to have a faded umbrella.
