electric ceiling light/fan

Hi, I have a Westinghouse havana ceiling light/fan it is remote controlled but the remote won't work, It will do one command then won't work again unless you turn the power off and on again, then it will work for one more command, if you dim the light , it just keeps going dim then bright continuously, the batteries are new and the wiring has been checked by two electricians. this model has no pull cords, so is pretty useless without the remote!. thanks/

How old is it? I assume it worked OK at first.

it's brand new. also it's the second one as the supplier replaced the first one as it did exactly the same thing!.
