I'm guessing here but in the context you're asking for perhaps it means a breakdown in civility, law, order, reasonable human behaviour thus leading to anarchy.

Anyone else feel free to contradict me.

I would guess at 'when belief systems go bad'. the subjugation of rationality to an irrational belief system based on faith/hope whatever. Why do people believe in things they cannot prove? Because they want to - this is the fall of reason imo. The denial of proven reality and the acceptance of something they wish to be true. Like religion.
