Why do Catholic churches allow priests to smoke and drink? Is there any theological bases on that? Thanks.

why shouldn't they? they're human beings, and already have to abstain from the pleasures of the flesh, [dodgy joke removed - Ed.], so let them have a pint and a smoke.

The Bible does not make any specific commands against alcahol, and tobacco of course was unknown to the writers at the time. Interestingly a Mormon that I used to work with told me that in his faith these things were specifically proscribed along with caffiene, but that at the time they banned the negative effects (of tobacco and caffiene) had not been known.
In fact in the bible Paul positively encourages Timothy to drink wine for his dodgy tummmy. Probably a one-off though!!
