can anyone tell me if this version of empires has the same feature as previous ones where you can create your own scenario and produce a custom game with custom settings etc..?

Yes. You can.

It's a bit more difficult to create it. But if you spend quite a bit of time trying to do it, im sure it is pretty easy.
