No. Flour is made from milled wheat while cornstarch is made from processed corn. The process removes nearly all of the outer layers of the corn grain with only the starchy center remaining, which is then further processed into the fine "flour" texture you use...
No flour is either plain... self raising... or wholemeal.....cornstarch is cornflour in the uk.
