Katz lost a lot of customers a while back due to lower quality than they previously had a reputaion for... It has come back and a lot of pastrami-aficianados have returned. For my money, I'd want to eat pastrami in a truly Jewish deli... I'd seriously recommend 2nd Ave. Deli (it's no longer on 2nd Avenue, now 162 East 33rd Street). Great atmosphere and even better Rumanian Mustard...
