Why are DVD's made in different regional formats?

I just don't know why DVD's are made like this. Surely it would make more sense to have them as just one region and be able to play them anywhere. I know there are machines available that are region free/multi-region, but manufacturers are now beginning to make the machines with a fixed region code, so it can't be unlocked. Does anyone know why there are different regional formats?

To stop you buying new releases in America and pirating them in the UK long before the UK release date.

Yes, it happens anyway.

But this is always the case. They try and stop copying, and realise that it's pointless because it's easy to do anyway.
