I am curious to know how bakers propagate yeast culture to produce the 'cake' of live yeast they have at their constant disposal. What is the growing medium they use ?

Bakers do not propagate yeast. Bakeries don't have the advanced equipment and sterile conditions necessary to manufacture the blocks of yeast you refer to. The reason the blocks are constantly at their disposal is simply because they buy sufficient of them in.
