Yes yes . It can also make you stutter.
It's to do with having (too much) ethanol in your body...you don't have to be "drunk" in the normal sense of the word.

I am teetotal, and I would be ruined after two pints.

That would not be enough to give me a hangover though.

The length and severity of hangovers depends on regularity of drinking, amount, food consumed, sleep, physiology, and various other factors.
I think it might be a question about the origin of the word, not the cause of it.

the main cause is dehydration.
As I have advised previously - the alcohol erodes the balance mechanisms in your ears, but it's ok, because just as you open your eyes the next morning, a team of little men with drills, hammers and chisels, start to work repairing them for you.

My Brother in Law had a terrible hangover after drinking five bottles of alcohol free lager. You can’t win.
The sulphur in it no doubt, esp. if it was a Beck's.
