Renewal of wedding vows

My husband and I would like to renew or wedding vows next year. We wish to it during half time of a football match. We would like to now if you a licence for this or not? We have looked on the council site but they kept saying about a official to conduct the ceremony, but we do not want a official as are son is doing it xx
