Drivers on mobile phones

It seems to me that the initial effect publicising of banning mobile phone usage while driving has worn off. I see loads of people doing it and counted one in every 15 passing car with a mobile phone user. Are the police doing anything about it or are they losing it in courts??

You never seem to read about any prosecutions in the papers, but they do it round here and don't seem to care who sees them.
I've got a couple of friends who have been 'done'. I think the problem is not enough Police or too many people flouting the law (depending on your point of view).
