how can i discover ---if , when , where , how , ---i have been black-listed.

and  in fact i have been ---without  good reasons,   what can i do about it.

prev housing-council locked me out--etc.

There is no such thing as blacklisting.  Credit reference agencies like Experien and Equifax hold financial records on you accesible by credit companies.  Contact them for a print off of the records held.  It may cost you �3.00
