it will depend on several things

1)when are you going to retire? And at what age I only ask because the different political parties seem to have different ideas on council tax and pensioners ie the ld seem to want to give it them free, the cons want to give a discountetc it will depend on who is in power
2)do you live on your own (thewre is a single persons discount)
3)how much income you have -
Like all benefits, council tax relief is based on your total income.....a company pension as such doesn't answer the question.. However it may well mean your total income is above the rate you are allowed to claim.

As a pensioner myself, my husband gets a very small company pension and we don't qualify for anything from anywhere.
