Does the amount of council tax you pay not only depend on the value of your house but also on how many people live there? e.g. if 3 people live in the house rather than 2 will it be more expensive?

No - 3 or more makes no difference.

It's just cheaper for one rather than 2.
If one adult occupies a property then a 25% discount applies.
