When the old lady who refused to pay above inflation level on her council tax was sent to prison; was this instead of paying, or did she have to cough up the extra as well as going to jail? (I realise someone actually stumpted up the cash and she got out early -but what would have happened?)

I cannot recall the details of this particular case but when someone is imprisoned for wilful or negligent non-payment of Council Tax (up to a maximum of 90 days)the law allows for the court to remit (cancel) the debt or part of the debt if it sees fit.

This leads to various scenarios such as
Imprisonment + Court Costs + Payment of Debt (in full)
Imprisonment + Court Costs + Payment of Debt (in part)
Imprisonment + Court Costs

The imprisonment can also be postponed upon the payment of an agreed amount until the debt is paid.
I think this lady was released when the other person paid the money. She wasnt too happy about it either if i remember it right, which you can understand, she was trying to make a stand about something and that person just stomped on her point!!
