*remove stones bit by bit and re do the membrane or buy a good weed killer or i have heard that i can put salt down like the gritter salt for roads but i have some plants around the outside of the garden and i dont want kill them

I have the same problem. I put weedkiller on them as they appear, some it's possible to pull out, but can't guarantee getting sall the root out, so it will grow back.

You can try putting another layer of membrane down.
Ideally put something under the membrane, I have used layers of newspaper in the past. The depth of pebbles doesn't matter so much then. You will still get weeds seeding in the pebbles I used a path weedkiller making sure it was a still day .
you can kill the weeds away from anything you want to keep with a bleach/salt solution...for those coming through near plants use a directional spray weed killer ...loads on the market..aim and squirt from close quarters...then as they reappear pull them out....it is like the Forth Road Bridge though...
I've put membranes down in 2 different areas of my garden.
Both times, I put 3 layers down - it might seem excessive, but hardly any weeds come through. The only weeds that do sprout, are the ones that creep through at the edges of the membranes and the ones that take root in the actual pebbles themselves.
Whatever chemicals, etc that you use, may fix the problem temporarily, but the weeds will return.
It might be a bit of work involved, but I'd personally redo it and put more layers on - the more the better :)
Large flattened/opened out cardboard boxes under the membrane worked here.

what about a mix of bleach/salt/vinegar/washing liquid...i want to kill these permanently
Puny humans, your attempts to defeat us will ultimately end in failure, just watch as we break through tarmac and other paving never mind cardboard boxes and membranes.

what type of weed killer do gardening companies use ? anyone

I'm fairly sure there's nothing out there that will permanently eradicate the weeds. You could kill off whatever weeds are present, but they will invariably grow back.
Try glyphosate.
Has to be animal friendly for me. Look at the packaging and it will tell you safe for animals. Weeds....like chavs and low grade humans will never be eradicated...you just have to keep at it... But easier to spray than have to hoe or weed by hand.
I don't know the name for it (I can find out in a bit) but the stuff the council use is really good.
Is the garden really 60 metres square ie 3600 square metres?
Old carpet worked a treat in my allotment.
Doesn't cardboard just get wet a disintegrate?
