Can someone who has the enduring power of attorney for someones will be a beneficiary in that will?
Is there anyone who cannot benefit from a legal will, other than witnesses?

Only people who cannot be beneficiaries are as you have correctly ascertained - witnesses to the Will. Plus the spouses or civil partners of the witnesses.
I'm not sure what you mean about an EPA for someone's Will. An attorney under an EPA acts for the donor during their lifetime. That ceases immediately on death. They are not an attorney for their Will, unless you are referring to the question of attorney grants. Are you seeking a statutory will?
