Negative Interest Rates

i have heard this bandied about lately - what would it practically mean if it happened (for example my tracker mortgage tracks at .5% above base rate)

Some trackers have a get out clause for the lenders (listen to Bank of Ireland issue on Money Box) so the rate may not fall. But if base rate became negative it would only be 0.5% at most so the mortgage rate would probably still be positive
It won't happen though here, I'm certain. It would just encourage people to put cash under a mattress
