I would like to know if a previous employer can disclose details of a disaplinary action to a new employer if they request a reference fromthem.

Yes, the employer can say anything as long as it is truthful.
"References must be accurate and shouldn't mislead the employer asking for them. This means that if, for example, you were disciplined when you worked for the employer who's giving you a reference, this may form part of the reference."

If the new employer phones (usual communication) all will be revealed. Derogatory references are never written as are litigious.
