debt and council houses

My partner lives with his dad in their council house which they have lived in for over 10 years, and he has been paying his dad rent for the last 5 years. His dad has asked if he would like to take over the tenancy which he is allowed to do as he has been there for well over a year. However we have just found out his dad owes some money on the council tax, water bill and may be more. If he does take over the tenancy will any unpaid bills have to be cleared by him or will his dad have to do this before he can sign it over? Thanks

Are you SURE he can take over the tenancy? I lived in my mums house for 30 years, but I wasn't entitled to it - I'd check that out with the council first.
