what is the excise duty on camera lenses from outside the EU?

No excise duty at all.

But you will have to pay customs duty of 6.7% (if the amount of duty is £7 or more) are over and VAT at standard rate - 17.5% - if the value of the goods is £18 or more.

The post office (or other delivery service) may also add their own charges.
