I have found a cheque issued to me in September 2003. Can I still cash it?

No. You should return it to the person who issued it and ask for a new cheque.
In law the cheque is valid for 6 years but, as Ethel suggests, you should request a replacement since it is common banking practice to reject cheques that are over 6 months old to protect the payer, on the basis that payment may already have been made by some other means or the cheque may have been lost or stolen.
